Questions and Answers:
All questions must be submitted by email. Please thoroughly read the RFP before asking questions; your answer may be found within the RFP.
1. When submitting the Pricing Proposal for the Equipment, do we follow the Proposal Format outlined in 3.3? Many of the bullet points do not seem applicable if we are only proposing hardware for one entity on the bid.
A: You need to follow the bullet points which are applicable, in the order shown in the RFP. If you are only responding to equipment, some of these bullet points will not be applicable and therefore you don’t need to follow them (for example, the Description of Proposed Broadband Solution and/or Public Internet Service).
2. How is the RFP actually scored? Who makes the final decision on awarding contracts?
A: The RFP scoring process is a multi-step procedure. First, R-AHEC reviews each bid in its entirety and scores each vendor based on the Scoring Criteria found at the end of the RFP. R-AHEC then creates a proposal summary for each individual organization from the RFP, and sends that summary along with the responses and internal scoring sheet to each respective organization. Each organization then has a chance to score the bidders on their own. R-AHEC then meets with each organization to discuss the bids and select winners based on the organization’s review and feedback. It is ultimately the organization’s decision which bidder is selected.
3. As a bidder can we respond only to portions of the RFP, or must we respond to all requests?
A: You can choose to respond only to certain portions of the RFP if you wish. However, you must follow all the guidelines of the RFP, so it is important to thoroughly read the entire RFP to ensure you are complying with all provisions.
4. For Spectrum Human Services, can you please provide the Z addresses for the ethernet intrastate requested connections?

5. For Spectrum Human Services, can you please confirm that “FIA” should be quoted as Dedicated Internet Access?
A: Yes, all the FIA can be quoted as “DIA”.
6. On the document you make reference to a service called FIA. Can you please tell us what FIA stands for? (the request appears on a few pages)
A: FIA stands for Fiber Internet Access.
7. On page 26, for Spectrum Human Services, site address 1280 Main St. Buffalo, NY 14209 is listed twice for the same service. Do they want a quote for redundant services?
A: Yes – the ultimate plan is to setup redundancy. The redundancy or failover side is for FIA not the e-LAN.
8. On the document you make reference to a service called Ethernet Intrastate (or equivalent). Typically this service is associated with two locations, but there is only one location listed. Can you please explain what this request is for?
A: Yes, I think the Telecom industry’s description is E-LAN (ethernet local area network) or private LAN. Overall it is a private hub-spoke configuration.
9. I just noticed there are still some Z Locations missing. When you have a moment can you please review the attached spreadsheet and add the missing Z Location information?

A: Spectrum Humans Services Response – “Basically,, you can describe it as a “hub & spoke” design within a private or dedicated network. All E-LAN are a private network designed like a hub & spoke setup – every site can talk to each other.”
A: Oswego Health Response – “Technically all of our circuits are any-to-any capable, but we route all traffic back to the hospital to simulate a hub and spoke architecture. We could absolutely do without the any-to-any and just have every circuit’s Z-location be the hospital.”
